That is not the same package, though they admittedly have the same base name. group/system/solaris-auto-install is the group package that defines the set of packages used to construct the image; install-image/solaris-auto-install is the package containing the constructed image that is consumed by installadm.

The install-image/solaris-auto-install package was not published to the 174 repo due to some last-minute process issues that have been resolved in 175. If you absolutely need access to some version of the package prior to 175 being available from RE please contact me directly.
