Are you rapidly creating/deleting? I have found that either the ISC DHCP SMF 
service, or SMF itself, doesn't like being beaten on, and a tight loop of 
create/delete can cause it to fall over.

To recover, deleting the conf file and disabling the service should get you 
straightened out.

If the loop is not tight, and you have tried this to recover, please send me a 
note with system access information and I'll take a look.
