Can I please get a review for CR 7165160 .
7165160 UnauthorizedUserError doesn't give proper error message in case
of euid not equal to 0.

Source is pep8 clean.
Testing :
--> verified the error message when user runs installadm command without
euid = 0
--> verified the error message when user runs installadm command without
authorization.
