Ensure SMF service system/auditset is disabled during install and is
enabled by default on first boot.
Testing:
- Built AI/GUI/TI install images, performed test installs ensured
auditset was disabled during install and post install boot it was
enabled.
- Tested Network TI install, ensuring nothing extra in the log files
- Ran full set of unit tests no regressions.
