Did you try going to the cairo-dog configure and set it to top then change back to bottom to make sure it was not an Alt+move event that positioned the dock other than at the bottom of the screen? If you go to the configure and change from bottom to top then back to bottom again it should reset your dock to display at the bottom the way you wish.
