It's not easy to see what's wrong because these icons don't have a readable 
name.
Can you launch Skype and check in '/tmp' if you have a directory with a name 
like: /tmp/sni-qt_skype_3079-2Ha9YF
Then, can you check which files you have in 'icons' directory (e.g.: 
/tmp/sni-qt_skype_3079-2Ha9YF/icons)

Note that it can be helpful to launch 'dbus-monitor' again in order to find the 
icon which is used. You should see a list with:
  * 'string "IconThemePath"' followed by the icon directory.
  * 'string "IconName"' followed by the name of the icon.
Then can you confirm if the information sent by Skype (found with dbus-monitor) 
is correct or not and if the dock uses the right icon (or not).

  Notifications for  skype messages and status

Status in Cairo-Dock: Plug-ins:
  Incomplete

Bug description:
  My skype icon on the notification area stays always off-line and doesn't 
reflect the real skype status.
  Oddly when Skype logs-out it breaks cpu-freqindicator icons on notification 
area and cleans the icons within quick browser plug-in.
  In attachment a screenshot with the permanently blank skype icon and the 
output of dbus-monitor starting from skype launch till successfully log-in.
