Yes, Skype once launched creates an icons directory in tmp folder like you have 
indicated, but the status icons are located in a deeper position: 
/tmp/sni-qt_skype_13400-ST5YWc/icons/hicolor/24x24/apps.

So the IconThemePath coming out from dbus-monitor doesn't match since
it's set to "/tmp/sni-qt_skype_13400-ST5YWc/icons", while the IconName
"skype_13400_37e170fc54e7355d9d298917e74f9ea9" seems correct.

  Notifications for  skype messages and status

Status in Cairo-Dock: Plug-ins:
  Incomplete

Bug description:
  My skype icon on the notification area stays always off-line and doesn't 
reflect the real skype status.
  Oddly when Skype logs-out it breaks cpu-freqindicator icons on notification 
area and cleans the icons within quick browser plug-in.
  In attachment a screenshot with the permanently blank skype icon and the 
output of dbus-monitor starting from skype launch till successfully log-in.
