yes, I confirm that

>If yes, can you launch the dock with this command from a terminal:
   $ cairo-dock -l debug --colors | sed -n "/Status-Notifier\// {N;p;}"
Then launch dbus-monitor and Skype.
In the first terminal, you should also see "IconName '(...)'" and 
"IconThemePath '(...)'". Can you check that all details are correct? And maybe, 
can you check if it's possible that Cairo-Dock receives the file name before 
its creation?

In Cairo debug window NOTHING HAPPENS when skype runs or change its
status. When Skype closes these are the rows that comes out:

  Notifications for  skype messages and status

Status in Cairo-Dock: Plug-ins:
  Incomplete

Bug description:
  My skype icon on the notification area stays always off-line and doesn't 
reflect the real skype status.
  Oddly when Skype logs-out it breaks cpu-freqindicator icons on notification 
area and cleans the icons within quick browser plug-in.
  In attachment a screenshot with the permanently blank skype icon and the 
output of dbus-monitor starting from skype launch till successfully log-in.
