When a window is closed the next window does not gain focus

Bug description:
When multiple windows are open in a viewport and the focused window is closed
the next window in the stack that should gain focus does not. Another
manifestation of this occurs when switching viewports. The window in the
viewport that is switched to does not regain focus. This happens regardless of
if the viewport that was switched from has open windows or not.
This happens when using cairo-dock and compiz at the same time. It does not
happen with metacity. This is with ubuntu 12.10.
