Solved: I found out that this problem is fedora related. They removed the zoom effect from cairo-dock rpm package due to copyright issues. So it won't be available in fedora package anymore. Who wants this effect can install cairo-dock-freeworld from rpmfusion repo instead, otherwise the only solution is to live with it.
