I use Eclipse for UTF-8 editing, but I think that this isn't important
The important thing is that you need the tag
<meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
in the HEAD,
maybe the header('Content-type: text/html;charset=UTF-8'); can help too
