What I ended up with was pretty close to what you proposed:
foreach( $data['User'] as $user )
{
echo $html->link( $user['username'], "/users/view/{$user['id']}" ) .
"<br />";
}
With CakePHP it always seems like the solution is simpler than I think
it will be.
