Modfather I think Nick is right this is your bug.(var $helpers = array('link'); should be var $helpers = array('Html');)
AFAIK, Your approach is fine. A helper set in appcontroller will be available in the layout files.

 Call to a member function on a non-object in
/cake/app/views/elements/test.thtml on line 1.

would someone like to point me in right direction as to what i am  
doing
wrong.
