I'm going to guess at what I think you mean, so if I'm completely
off-base, don't say you haven't been warned.
I think you need to prepend the path with Cake's base path, i.e.: you
can put validation-manager.xml in app/webroot/files and do the
following:
ValidationFramework.init("<?=$this->base;
?>/files/validation-manager.xml")
