I see that the CakePHP certified engineer is a good way for certificates apps and make use of all CakePHP, but if I develop an commercial app with CakePHP can I put in the app's site something like "Powered with CakePHP" without be a CakePHP certified engineer?

Again, the big point to take away is what certification gives you:  The
ability to use the badge/logo/whatever-you-want-to-call-it to promote
yourself, and the permission to shout "I'm CakePHP certified" from the
rooftops whenever you feel like you need to so disturb your neighbors.
