I think you misunderstand. Routes and mod_rewrite are somewhat related, but completely separate functionally. Routes just tell Cake how to map a particular request URL to a controller action.
mod_rewrite simply provides a way to express those URLs without using things like "/index.php/" or "/index.php?".
