You are allowed to license your application in anyway you like. The only thing you can not do is alter the copyright notices to the core files. If you notice app_controller.php and app_model.php do not ship by default in the app directory. You are free to create these yourself and should not be altering the ones in the cake directory where all the core libs are located. Any other files you create you are free to attach any license you want to them, and do not have to add the Cake Software Foundation, Inc. to the copyright in the pages.
These are things you should also consult an attorney about, since I am not a lawyer, but can assure you that the copyright notices can not be removed from our code.
