I have also seen this kind of reshuffling, and was just in the process of trying to understand why it was taking place. I'm just a beginner with Cake, and haven't delved into the source code (yet?), but I'm going to try your patch just to see whether it gets rid of the very similar problem I've been wrestling with for several days.
