Troy's solution showed you the answer to your question: DEBUG 0 caches some of the output of your models to speed up DB access, meaning no changes you've made in your models code show up on the server unless you delete the cached files. At least, that's what I've been able to gather from reading the docs and my own experiences. I'm not sure if restarting Apache (or whatever webserver you're using) does the same thing, but given that it's application-level caching I don't think it does. Always, *always* do your development work with DEBUG set to 1.
