use absolute paths & setting the base param to / will help in most cases

the most common cause of flash (swf) not working is incorrect paths
since cake rewrites controller/action/param/etc/

in such a case the swf will not be found it may be looking for
controller/action/param/etc/test.swf

the path /test.swf (if the swf is in webroot)

I use firebug to see the paths loaded this will provide you with clues to
resolve
the issue within the app.
