You are correct. My mistake, it would exclude the current year and title.
How about this ? (assuming you also have the id and title of the current
record).

$this->set('neighbors',array(
 $this->Build->find('first',array(
 'conditions'=>array(
 'OR'=>array(
 array(
 'Build.year_built'=>$build['Build']['year_built'],
 'Build.title <='=>$build['Build']['title']
 ),
'Build.year_build <'=>$build['Build']['year_built']
 ),
 'Build.id <>'=>$build['Build']['id']
 ),
 'order'=>array('Build.year_built desc,Build.title desc, Build.id desc')
 )
 ),
  $this->Build->find('first',array(
 'conditions'=>array(
 'OR'=>array(
 array(
 'Build.year_built'=>$build['Build']['year_built'],
 'Build.title >='=>$build['Build']['title']
 ),
'Build.year_build >'=>$build['Build']['year_built']
 ),
 'Build.id <>'=>$build['Build']['id']
 ),
 'order'=>array('Build.year_built asc,Build.title asc, Build.id asc')
 )
 )
 )
   );
