It's not the computer account's credentials.  It is mysql's username and
password.
If you haven't set any, I would try this:

 var $default = array(
       'driver' => 'mysql',
       'persistent' => 'false',
       'host' => 'localhost',
       'port' => '',
       'login' => 'root',
       'password' => '',
       'database' => 'cakeblog_dtd',

Usually that's the default username and password that come with wampserver
(username:root, and no password).
