Hello,

It seems that your current directory of command prompt seems affect
the bake.php.

Insted of:
> C:\website\mango\cake\scripts>php bake.php -project testapp

Try:
> C:\website\mango\cake>php c:\website\mango\cake\scripts\bake.php -project 
> testapp
