Ok figured that out - need to add the --public flag when baking.
Next issue is why the baked views is creating the 'actions' links
incorrectly?
ie:
echo $this->Html->link(__('View'), array('controller' =>
'accommodation.halls', 'action' => 'view', $hall['id']));
It doesn't seem to handle the plugin notation...
