This is not a CakePHP specific problem, cross browser compatibility is a HTML, CSS, JavaScript thing.

My first tip would be to realise that this ain't gonna happen, each browser (never mind PC, MAC, Linux, iPad, Android and on and on) will render your page slightly differently. Start with a simple website layout (maybe using a HTML5 reset and grid960 CSS frameworks) and get that working then build up from there.
