I wasn't aware of an upgrade shell. I looked into it and received the following 
error:

Running tests
Error: Plugin Wizard could not be found.

Not sure what's up with it as it detected the app and lib paths correctly and 
Wizard is definitely in app/plugin. As well as being loaded in 
app/core/bootstrap.php

I went back to 1.3 and have gotten the form wizard to work correctly in that. 
Now that I can get it working and understand everything a bit better, might 
look at 2.0 again..
