You need
$thumb = $this->Html->image('images/'.$image['Image']
['img_file'],array('width'=>"60", 'height'=>"40"));
echo $thumb;
or just
echo $this->Html->image('images/'.$image['Image']
['img_file'],array('width'=>"60", 'height'=>"40"));
