This line duplicates layout:
echo $this->requestAction($url, array('bare'=>false , 'layout'=>
'/templates/business/default.ctp', 'return'));
Anyway, you should wrap views with layouts, this view/layout/requestAction
logic looks messy.
Can you write what are you trying to accomplish and paste some relevant
controller code.
