Your DocumentRoot should be the same directory where app is i.e.
C:/www/tamilpadamdev
This is the root of your application
Your controller file should be named:
actordesctbls_controller.php
Also, in app/config/core.php you should probably change (if you have
not already) from:
Configure::write('debug', 0);
TO
Configure::write('debug', 2);
This will give you some idea of what is going on with debug messages.
