It looks like your CAKE_CORE_INCLUDE_PATH is defined as the empty string. Open app\webroot\index.php and look at line 81. The is where Cake is told where to find the libs. If the runtime is reaching this else block then you must have uncommented line 59. Check that you've put the correct path. Is the Cake directory at the same level as app? Or somewhere else on the server?
