Throw OutOfBoundsException somewhere and catch it from outside, or create 
your own exception

Also, read better beforeDelete() callback for your example:

public function beforeDelete($cascade = true) {
    if ($this->Product->hasAny(array('product_category_id' => $this->id))) {
        return false;
    }
    return parent::beforeDelete($cascade);
}
