The first message is misleading. What happened was that your  app is
available at localhost/, not localhost/myproject/ and so Cake received
the request and assumed that myproject is a controller. Remove the
file you created and try with localhost/users/add instead.

If you want to have multiple projects available at localhost (likely
yes) the best thing to do (IMHO) is to set up virtual hosts. Even
better, assign a hostname to your local computer and then include new
projects in your hosts file:

127.0.0.1       myproject.myserver
127.0.0.1       myotherproject.myserver
etc.
