Well, there could be situations (you actually mentioned one.) I mean there's
a reason why it's included on some SQL engines.

But I also think that if you really want it and think it's easy to
implement, submit a patch.

I can't imagine the real life situation where you actually want an
entire table to be locked. Maybe only for specific maintenance issues,
but not in production code on a live web server.
