I copied it right from the book.

<?php
// create the sidebar block.
$this->start('sidebar');
echo $this->element('sidebar/recent_topics');
echo $this->element('sidebar/recent_comments');
$this->end();

Even though I don't have the recent_topic or comment debug 2 shows no error
and this is all in the view.

I am trying to set it up directly in the default layout then I want to say
in the controller rendered view say load this element (sid nav) that
corresponds into the layout.

Maybe I am not reading it right?
Missing something.

Have you actually tried writing some code as explained in the book?

If yes then show us the code
