I recommend using some sort of phone verification. Charging people as means 
of verification will deter a lot of people because you're making them get 
their credit card out for a free service which making them get their credit 
card out is a tough matter.
I do not see what is wrong with just a simple email verification, and maybe 
a captcha to prove someone is real.
