cakephp3? seriously? ;) nobody is using this - since it is not even in any 
usable stage at all.
the problem is: a beginner is not able to tell the difference between a 
real bug and user error. therefore it it not a good idea to start off with 
this version.

use cake 2.2 or 2.3 (if you must use the cutting edge stuff)

also note, that uploading files is not just saving them, you need to 
process the uploaded data (which will then come as an array instead of 
string).
