Did you add the default routing for Cake to your app's routes.php file?
That was something I had to do when migrating from 1.3
Add this to the bottom of your routes.php
/**
* Load the CakePHP default routes. Only remove this if you do not want to
use
* the built-in default routes.
*/
require CAKE . 'Config' . DS . 'routes.php';
