Try opening your \dishgram\app\webroot\index.php and changing
define('CAKE_CORE_INCLUDE_PATH', 'E:' . DS . 'wamp' . DS . 'www' . DS .
'cakephp' . DS . 'lib');
to your actual cake main directory.
