You can change '-60' and '+11' in
cake/libs/view/helpers/html.php
$maxYear = is_null($maxYear) ? $currentYear + 11 : $maxYear + 1;
$minYear = is_null($minYear) ? $currentYear - 60 : $minYear;
although you should't mess with cake's code ..... but... it's just a
helper..
