Is the Webroot you show in your directory structure the CakePHP one? If so, 
you have put it in the wrong place. It should be app/webroot (unless you 
want to do non-standard setup - if so you need to look very carefully at 
how you configure your .htaccess directives).

It seems like you are just starting to use CakePHP. I would suggest you put 
CakePHP in a subdirectory. i.e. 

public_html/
->gallery
-><the-name-of-your-CakePHP-app>/
    ->/app
    ->/lib

Be sure to move the .htaccess file that Cake put in your public_html 
directory down in the subdirectory for your app. If you had a .htaccess 
file in public_html before you put CakePHP there, you probably want to 
replace it.
