I think you should read over what the concept of a framework is, and what the MVC pattern that CakePHP follows means.
Just to give you a quick note, the V on MVC stands for VIEW, which is the visual representation of your application. You use CakePHP to build the view, but it is UP TO YOU how you build it. Hence, YOU decide if your application is IE7 compatible or not when you build your views. So CakePHP is neither IE7 compatible nor incompatible, the question just doesn't stand. However, a web application built with CakePHP CAN BE IE7 compatible, or not, depending on how it was built.
