Found my mistake. I was doing this:
Configure::write('Session', array(
'defaults' => 'database',
'Session.timeout' => 1,
'Session.checkAgent' => false
));
when I should be doing this instead:
Configure::write('Session', array(
'defaults' => 'database',
'timeout' => 1,
'checkAgent' => false
));
