Okay, I resolved the issue somehow. I used TreeBehavior::recover(*$mode = 'parent'*, *$missingParentAction = null*) in AppShell.
Couldn't use recover() in normal URL call. It would time out before finishing the job. I made class RecoverShell extends AppShell under Console/Command/ then called the recover function from command line.
