Have you checked that your production server is properly configured? Ensure mod-rewrite is enabled, also it could be an issue with your vhost configuration as well.
Maybe try to access new.domain.com/app/webroot/css/stylename.css to confirm it's the url rewriting. Also check out the server access/error logs.
