Well, this ain't Joomla/Mambo now, is it? ;) Trying to import non-MVC concepts into an MVC framework are difficult because, well, they're not MVC. I think dkarlson pointed you in the right direction to use elements, and I believe (again I'm often wrong and are quickly corrected) that caching of models by CakePHP will reduce the overhead. As I've mentioned before, Just Build It and then see if the performance hit for doing it the element way really exists and if it does exist, how to mitigate it.
