I've been thinking about that as well. Going through a wizard that will ask
you the stuff and then:

1. Fetch the latest build for the selected CakePHP version (1.1 / 1.2)

2. Set it up on the directory you specify.

3. Set up configure.php and stuff.

That would build you the initial skeleton, and then use the other wizards to
create controllers, etc.

There's also the possibility to do some bake like stuff, like going to the
database seeing what tables are available and asking if it should create
models/controllers/views...

This definitely sounds very interesting. I'm currently (aside from work)
finishing on the phpGACL integration and will start rolling this one up.

We need to find out though what other Java developers are following this
thread that may want to join in. And knowing SWT would really help a lot (as
standard Swing based Java developers will need a learning curve before they
can work with the eclipse framework for building plugins)... Well not
necessarily, I mean people that are not used to SWT can work for example on
the java classes to fetch stuff from the DB, on the creators, etc. etc.
