Very strange (not that it worked on linux, but that it won't work on
Windows).  I have a couple of options/ideas that might work or at least
help diagnose the problem.

First, backup your current copy of cake and your app.  Now download a
fresh copy of cake (whichever version you are using), put it in your
document root (htdocs?) and drop your app in.  See if that works.

Second - download xampp or xampp-lite from www.apachefriends.org.  Stop
your apache service (but not mysql), install xampp, drop cake into the
document root, start xampp's apache service, and see if it works.
That's the quickest way to see if your apache install is causing the
problem or not.

Other than that, I'm at a loss right now.  I use cake 1.2 on windows
with xampp, and it works perfectly.  I can't figure out why yours is
not.  It's got to be a problem with apache, with cake, or with your app.
This will help us narrow the field a little bit.
