I'm not exactly sure of your question, but I'll give you an example of how I set cake up on my local Tiger system.
If you don't have the latest MySQL and PHP installed, follow the instructions on http://www.entropy.ch/software/macosx/. To easily create symlinks, download from either http://seiryu.home.comcast.net/symboliclinker.html or http://www.naratt.com/MakeSymlink.html I have a "Dev" folder in my user account "/Users/{username}/Dev", I would extract the cake archive here and rename it accordingly "/Users/ {username}/Dev/mysite/". Now create a symlink of your "mysite" directory and move it to "/ Library/WebServer/Documents/" Now your website should be accessible from "http://localhost/mysite/" I hope that makes some kind of sense to you.
