Look over at htaccess statements.

You can simply create an .htaccess file on a folder (inside webroot) and
then add there:

Order allow,deny
Deny from all

And you won't be able to access that directory through apache (hence through
a browser), so you'll be left with readfile() and stuff from PHP.

Not a hard find on google, if you would've searched for "restrict web
directory" first result would've been:

http://www.udel.edu/topics/internet/WWW/restricting.html

my thought was to place the directory outside of the public_html
directory (running on a shared server cpanel), but how would i access
that via cake?  i've done some searches on google but haven't found
much yet, i'm thinking i'm not phrasing it properly.
