I think you could simplify this further by adding $level to the class
with a default value, eg:

class AppController extends Object()
{
    var $level = 0;
}

function beforeFilter()
{
             $level_check = $this->othAuth->group('level');
              if (!empty($level_check)) $this->level = $level_check;
}
